Edwyn Ralph Neighbourhood Plan

The Neighbourhood Plan has reached another important stage in its preparation. In July 2022 the Plan was ‘submitted’ to Herefordshire Council who then undertook their own consultation (the Regulation 16 stage). This ran from 2^nd August to 13^th September and on 23^rd September the Plan was sent for Examination. Details of the comments made to this consultation can be viewed in the ‘Progress to Examination Report’ on the Herefordshire Council website. The Examination will take place soon and the next stage will be the publication of the examiner’s Report which will tell us whether the Plan has met the Governments ‘basic conditions’ and if it can proceed to the final stages including the Community Referendum.

Details of all of the previous versions of the Plan including the 2021 draft Plan consultation and the 2022 Regulation 16 documents can be accessed via the Herefordshire Council Neighbourhood Planning website.

The Regulation 16 Plan submitted to the Council can also be downloaded here as can all of the evidence and consultation material that we have completed to support the Neighbourhood Plan. This includes the Characterisation Study, Community Survey and Evidence Base Report.

A Neighbourhood Plan is a document that sets out planning policies for a Neighbourhood Area – in our case, Edwyn Ralph Parish.

It is an opportunity to enable the local community to influence the planning of the area in which they live and work. Neighbourhood Plans enable local people to take a more active role in the development of planning policies that reflect local needs and aspirations. It can be used to:

Develop a shared vision for your neighbourhood.
Choose where new homes and other developments should be built.
Identify and protect important local green spaces.
Influence what new buildings should look like.

If we do not have a Neighbourhood Development Plan, then someone else will make the decisions about what happens in Edwyn Ralph. However, if we do have a Plan then, once adopted, it will have full legal force and Herefordshire Council must take it into account when deciding planning priorities and other decisions.
